3697102 - DBISQL does not start due to creation failure of Java Virtual Machine: IQ

Symptom
With IQ IQ 16.1.050.2280/12790/P/SP05.08/MS/Windows 2012 R2/64bit/2023-03-13 01:58:36
OS: Windows 2012R2 Build 9600  on X86_64
No need 'admin' privilege to launch dbisql.

Hereby the simple REPRO test I just made, Test.bat that launches Test.sql:

New install of IQ

On a new windows server: Windows 2019 Build 17763  on X86_64

On the server, I can run DBISQL with my own account (having admin authorisation) without any problems.                                
But I can’t with a technical account (not having ADMIN authorization):
