3697607 - Upload button is missing on custom object builder screen

Customer has more than one test tenant, and the Create button is available in only one tenant.
The others should have the Upload button visible, but it is not available in the screen.

SAP Cloud for Customer

1. Go to Administrator work center
2. Select General Settings view
3. Click on Custom Object Builder link
4. Notice that upload button is missing

The reason why the Upload button is not enabled is because there is no active implementation project in Business Configuration work center. 

If there is no active project or if the one that exists is in merged status, the button will not be available.

In this case, please create a change project to be in "Started" or "In Preparation" status.
