3698781 - NAST-SNDDR is still X after release PO using ME28

Symptom

The Purchase Order (PO) has a release strategy and output type determined. After releasing the PO using ME28, the NAST-SNDDR (Send: As disregard) still has the value 'X'.
As a result, the PO cannot be selected in ME9F to print out. The same issue does not occur when using ME29N to release the PO.
