When using the class CL_SALV_TREE to display an ALV tree, CL_SALV_TREE does not perform an AUTHORITY-CHECK on the objects S_ALV_LAYO or S_ALV_LAYR. So the user which does not have S_ALV_LAYO with ACTVT 23 could save user-independent layout freely. The requirement is to restrict the user to not save global layouts in class CL_SALV_TREE and setting them to default.
