3698867 - Sales Quote Not Flagged for Replication or Outbound Message Not Initiated

Symptom

Sales Quote is successfully created in SAP Sales Cloud Version 2, but no outbound message is initiated for replication to ERP.
No outbound message is initiated:
- After creating the quote.
- After simulating pricing.
- After completing approval.
Submit button is disabled (dimmed) on the Sales Quote.
Quotation Mode is set to Bidirectional with ERP, but replication does not occur.
Communication arrangement, CI Flow, and S/4HANA inbound configuration are correctly maintained.
