3698884 - Update made to legal entity name is not reflected in department

Even when the name of a legal entity has been updated, in manage data, the department associated with the legal entity still displays the old legal entity name.

1. Update legal entity name to a new one with effective date 2025.1.1.
2. Navigate to manage data, find the department that is associated with the legal entity.
3. Note that the latest record of this department is 2024.12.1, and it still shows the old department name.

Expected. The legal entity name update's effective date is 2025.1.1, which is later than the department's latest record 2024.12.1, the change will not be shown. 

To reflect the new name, the solution is to add a new record to department with effective date on or after 2025.1.1, so that the update can be shown.
