3699588 - Investment cost is not editable when system status “For Approval” (FAPP) is set before first save in IMA11

Symptom

In transaction IMA11 (Appropriation Request), the Investment Cost field in the Variants → Plan Values tab becomes non-editable as soon as the system status “For Approval” (FAPP / I0354) is set. The business expectation is that the Investment Cost should remain editable until the first save, even if the status is set to For Approval.
