3699598 - “Use the Identity Provisioning service to provision user authorizations” option is enabled by default while creating content provider

Symptom

During content provider creation, the option ‘Use the Identity Provisioning service to provision user authorizations’ or 'Provision authorizations with Identity Provisioning service' is enabled by default and cannot be disabled when using foundation plan and SAP start
