How to get a different number range for billing documents based on Distribution Channel field.

This is a system limitation. 

Distribution Channel field is not part of Billing Document header field, so standardly it's not possible to use flexible numbering range for DC. However, it's possible to add new fields in billing document header via Extensibility and then use it for flexible numbering range.
