New hire does not appear on the onboarding dashboard after manual initiation.

1. Use "Add new hire to onboarding" to initiate onboarding manually for a new hire.
2. Navigate to the onboarding dashboard and observe that the new hire does not appear.
3. Go to BPE Process Monitor Tool, there is an error job in Onboarding2ATSRestartWorkflow.
4. Go to BPE Manage Process Task, filter with the process instance id, error job appears;
5. Click on 'Restart Task' button, an application error appears.

1. Navigate to "BPE: Manage Process Definitions".
2. Click the filter button and search for Process Definition ID.(The ID can be fetched after Onboarding2ATSRestartWorkflow in BPE Process Monitor Tool)
3. Click the "Activate" button.
4. Navigate to "BPE: Manage Process task".
5. Click the filter button and search for error Job ID.
6. Select the job and click the "Trigger task" button.
