You create outbound delivery for suitable PO/STO, and that updates EKET table, like GLMNG, WAMNG fields and that update 
- not creates and change log
- not generates change output message into the PO - and as no output created, that output not processed, and even if such EKET fields are being set as print relevant, info not reaching the vendor via output
