3702058 - GB_WHT_CIS300 report generated with error query DOC_SEL did not return any data

Symptom

When attempting to generate Withholding Tax report for United Kingdom with report category GB_WHT_CIS300 in Run Statutory Reports app in Fiori, the error message "Query DOC_SEL did not return any data" is displayed. 

In the Document Log, the Message Text states that "UTR not maintained for Supplier xxxx".
