3702084 - Scroll bar issue for allocation rule editing (in t-code WA22)

Symptom

Scroll bar issue occurs in t-code WA22 where the vertical scroll bar does not allow scrolling down to add new entries in an existing allocation rule. If the scroll bar is manually set down, it automatically jumps back to the top again. The issue can be observed even if your SAP GUI is on the latest patch.
