3702110 - Mandatory Investment Program Fields Prevent Setting Deletion Flag for WBS in CJ02

Symptom

When setting the deletion flag for a WBS element in transaction CJ02, the system requires mandatory Investment Program fields.
As a result, the deletion flag cannot be set because those mandatory fields are not filled.
