3702183 - No BAPI or FM available to mass update WBS planning data

• There is a requirement to upload or update plan data for multiple WBS elements by mass.
• The available approach requires updating each WBS individually in a loop, which leads to performance and code quality issues.
• The following function modules were identified: BAPI_PRIM_COST_CHECK_AND_POST (unreleased), K_COSTS_PLAN_INTERFACE_PERIOD (released). Both can only update one WBS element at a time, even if multiple fiscal years are provided.
