Symptom
IPUTRANSPORT contains values when only the downstream location (for example, ABCD) is included in the planning scope. However, after adding the upstream location (for example, 1234) to the planning scope, the IPUTRANSPORT values are cleared and set to NULL, and the TRANSPORT key figure is not generated as expected.
