3703090 - Federated login (SAML IdP/OIDC OP) creates duplicate account when trying to complete account linking flow with another account with federated identity.

Symptom

When logging in via an external SAML Identity Provider (IdP) or OpenID Connect Provider (OP), the account linking flow is triggered but a duplicate account is created instead of linking with existing federated account, preventing the user from successfully getting logged in.
