3703461 - Fiori apps not working in new S/4HANA 202X upgraded system

• After upgrading the system to a newer S/4HANA 2025 system some Fiori Tiles are not working

• After performing a homogeneous system copy from S/4HANA 2023 to S/4HANA 2025, Fiori applications are missing or not accessible with the following symptoms:

  • Missing Tiles: Standard Fiori apps like "Maintain Business Partner" do not appear on the Fiori Launchpad
  • Reference Lost Error: Custom catalogs show "Reference Lost" status in Fiori Content Manager
  • Target Not Found: Apps display "Target was not found" error despite active OData services and ICF nodes
  • Catalog Issues: SAP-delivered catalogs (e.g., SAP_NW_BE_APPS) appear to be missing tiles that were previously available

• S/4HANA 2023 FPS 01 or earlier versions
• Any versions of SAP S/4HANA that was recently upgraded to a +1 version (Ex: S/4HANA 2022 to S/4HANA 2023)
