3703649 - Function module bapi_matval_price_change modifies prices despite stock availability

The function module BAPI_MATVAL_PRICE_CHANGE is not behaving as expected. Despite customizing settings in the table VCKML_PRICE_SEND and enabling the "No Price Changes If Stock Exists" option, the function module BAPI_MATVAL_PRICE_CHANGE still changes prices for materials with stock.
