3704087 - ESI - How to cancel messages in `Fatal error` status in SRT_MONI

Symptom

Messages with status 114 - 'System error' need to be changed to status 121 - 'Manually cancelled' to become eligible for deletion. However, messages with status 114 - 'System error' are not visible in the SRT_UTIL_CANCEL report.
