What is the behavior of updating form data via API when the Enforce Start Date setting is enabled?

In 1H 2025 Release a new enhancement fixed the gap where users could update the form information via API before the start date of the form with the setting Enforce Start Date configured.

Before the Change, customers could use the public ODATA API's from Performance Management to update Goal and Competency section of a form that hadn't reached the start date for the current review step.

After the Change, this gap is closed, the user will only be able to update the information via Public ODATA API's for the Form once it reached the start date.
