3704434 - Action Taker is blank in View Audit History for Goals

• When you go to 'View Audit History' of a Goal in your Goal Plan the 'Action Taker' is showing as Blank

• Permissions

1. Go to Goals Module
2. Go to a Goal Plan 
3. Click on a goal
4. Go to 'View Audit History'
5. Notice that 'Action Taker' is blank

User viewing the audit history does not have 'General User Permission > User Search' permission to view the Action Taker.

Give User 'General User Permission > User Search' permission and make sure the Action Taker is within the Target Population
