Symptom
Automatic initiation of onboarding does not occur when a candidate's status is changed to "Onboarding" via a RCM business rule.

Reproducing the Issue
- Enable automatic initiation for onboarding in the system configuration.
- Create a RCM business rule to change the candidate status to "Onboarding" upon candidate's acceptance of an offer letter.
- Test the scenario by accepting an offer letter as a candidate.
- Observe that the onboarding process does not initiate automatically.
Cause
The issue occurs because the status change is triggered by the candidate's action, and at the time of the status change, the candidate does not have a user ID.
This results in the RCM event publisher user ID being null, which prevents the automatic initiation of onboarding.
Resolution
- Avoid triggering the status change to "Onboarding" via a RCM business rule linked to candidate actions, such as accepting an offer letter.
- Change the candidate's status to "Onboarding" manually to ensure the automatic initiation process works correctly.
