Symptom

When trying to download a note via t-code SNOTE, face below error:

HTTP-Anforderung für SAP-SUPPORT_PORTAL mit Statuscode Forbidden fehlgeschlagen

(Translate to English: HTTP request for SAP Support Portal failed with status code Forbidden)

Open t-code SU53, it will display an error about "Failed Authorization Check" corresponding to the same time of SNOTE download attempt, saying the user does not have authorization to access to OS-command execution.
