3706098 - Error message: "App could not be opened because the SAP UI5 component of the application could not be loaded" when opening CO Fiori Apps

Symptom

While trying to open any Standard CO related Fiori App, error message "App could not be opened because the SAP UI5 component of the application could not be loaded" is displayed.

This issue is not restricted to a particular Fiori App.
