Error Occurs When Adding, Removing, or Modifying a Rater Category While msgkey Is Used in 360 Form Templates 

• Adding or Removing a rater category and save changes in 360 Form Template, an error occurs
  Error Message - 'Changes failed. There was an error while performing this operation.'
• Modifying a rater category and save changes in 360 Form Template, no error occurs. But the <meta-cat> entries in the saved template will be misaligned — msgKeys and display names will be paired with the wrong categories.

Adding or Removing a rater category

1. Go to Manage Templates > 360 Multi-Rater
2. Choose your template
3. Go to Rater List Section
4. Attempt to add/remove a new Rater Category
5. Save changes to the template.
6. Observe the error preventing the changes from being saved. - 'Changes failed. There was an error while performing this operation.'

Modifying a rater category

1. Go to Manage Templates > 360 Multi-Rater
2. Choose your template
3. Go to Rater List Section
4. Attempt to renaming a Rater Category
5. Save changes to the template.
6. Launch a form to check, the label and msgkey mappings in the XML became misaligned/corrupted. 

Manage Templates UI does not support managing localized labels (msgKeys) for 360 rater categories. Any add, remove, or modify operation on a rater categorythat has an existing msgKey defined will break the msgKey alignment across all rater categories in the saved template.

This is a known limitation of the Manage Templates UI.

Workaround:
If you want to add, remove or modify the rater category, please use manage templates xml uploading function or contact your partner to make changes in provisioning.
If you just want to rename the rater category label, please use Manage Form Label Translations tool to make changes in msgkey.
