3707553 - Playbook cards cannot be rearranged within Opportunity

Symptom

Within the Opportunity, the playbook card (e.g. Survey activity) cannot be rearranged to be the first card in all phases of the playbook. The system automatically places survey cards at the end when other card types, such as tasks, are present.
