Symptom
- Work permit information was not saved after performing rehire under new employment with onboarding.
- During the rehire process in onboarding, under new employment, the old work permit information is retrieved, and new work permit information is added. However, once the onboarding process is finished and the user goes to Manage Pending Hire (MPH), the work permit information is removed from the terminated profile.

Reproducing the Issue
- Initiate the rehire process in onboarding under new employment.
- Retrieve the old work permit information and add new work permit information.
- Complete the onboarding process and navigate to Manage Pending Hire (MPH).
- Observe that the work permit information is removed from the terminated profile.
Cause
The Work Permit entity is an employment-based entity rather than a person-based entity. Due to this design, when an employee is rehired using Rehire with New Employment, the system does not display any existing work permit records associated with the person.
Resolution
- This behavior is currently expected in onboarding
- The engineering team confirmed that the functionality differs due to the introduction of the service layer in Employee Central (EC).
