ATCUD generation for FI documents fails or behaves inconsistently when using year-independent number ranges (9999). Issues occur if a previously used year-dependent number range is reused as year-independent, leading to errors in SIPT_NUMBR_FI_V and missing or incorrect entries in SIPT_NUMST_FI during the creation of the first digitally signed FI document.
