While completing the Pennsylvania Compliance form some candidate only 5 digit PSD code is available and leading block is empty.

Cause
This is an Expected Behavior.
Resolution
PSD code is generated on the basis of Country and zonal fields, so there are 6 digit and also 5 digits PSD Code available, hence when the PSD Code is 5 digit then the leading block will be empty for the PSD Code. Hence this is an expected behavior.
