3709247 - Deprecating apps, content, documentations related to scope item 2Y7 - SAP S/4HANA Cloud Public Edition

As of release 2408, scope item 2Y7 has been officially deprecated.
Consequently, we plan to deprecate the associated apps, content, and help documentations to minimize confusion and reduce maintenance efforts.

SAP S/4HANA Cloud Public Edition

The planned deprecation timeline is set for CE2608.
Note: This is the current planning and may be slightly changed by SAP at any time without notice.

Deprecation involves:

1. Monitor Projects (F3088): Remove the button 'Predict Cost' in the app.
2. Monitor Projects - Cost Prediction (F3318): Deprecate the app.
3. Intelligent Scenario Management (F4470): Update the status of intelligent scenario 'PREDICT_PROJECT_COST' in the app from Published to Deprecated. 
4. SAP help and various scope item documentation: Remove references to the relevant scenarios mentioned above.
