3710893 - Getting redirected to Settings page when accessing Manage Permission Groups and other pages/tools

• The issue is when the affected user account is trying to access "Company System and Logo", "Manage Permission Group" or "Manage WFA Permission Artifacts Sync Job", the page redirects to Settings page
• Issue only happens by directly logging in through customer's instance or via username and password
• Issue does not happen when using support access or using Proxy
• Sample tool working - "Import/Export Data" (will not redirect)
• According to user, the issue only happened after enabling latest Shell bar and Homepage
