3711736 - It is possible to create STO when stock is not available in supplying plant - SAP ERP & SAP S/4 HANA.

• A Stock Transport Order (STO) can be created in ME21N even when the material is blocked or deleted at the issuing storage location in the material master.
• No error or warning message is raised during STO creation when the material has a deletion flag or blocked status at storage location level.
• The requirement is to prevent STO creation (or raise an error/warning) when the material is not enabled for the supplying plant and storage location combination.
