3712664 - Unexpected auto-creation of benefit enrollments for users not officially hired - onboardee users

• Benefit enrollments were being auto-created for users who are not yet officially hired, including those still in Manage Pending Hire or marked as No Show.
• Benefit enrollment records are created for onboardees after running the Benefit Master Data Change Job.

There was no validation if the user was already hired or not. 

In the 1H 2026 release a new validation was added to the system to avoid benefits creation before the user is completely Hired. 

If the user status is "To be Hired" in the onboarding dashboard, the system won’t process the user in events triggered by "intelligent Services Center" nor in the "create or update" jobs.
