3713400 - Maintain Onboarding and Offboarding Document Templates error - ChangeSet index 1 - ???HCP Error Message: Http Status Code 400???;File could not be uploaded to PFS - Onboarding

Symptom

 
  1. When attempting to Upload/ Re-Upload an existing document template from Admin Center → Maintain Onboarding and Offboarding Document Templates, the following error is displayed: “ChangeSet index 1 - ??? HCP Error Message: Http Status Code 400??? File Could not be updated in PFS.”
  2. When attempting to delete the document template, the following error is displayed: “ChangeSet index 1 - Deletion of Template not allowed! At least it is used in active process XXXXXX.”
