3713810 - Business catalog SAP_HCM_BC_EMP_PC not available to access "Manage My Timesheet" app

When trying to add the SAP_HCM_BC_EMP_PC business catalog to the SAP_BR_EMPLOYEE role to access the "Manage My Timesheet" app, notice the business catalog is not available in the system. 

SAP S/4HANA Cloud Public Edition 

Required scope items 1Q4 and J12 for business catalog SAP_HCM_BC_EMP_PC are not activated.

Activate the relevant scope items 1Q4 and J12 in the system.
