Symptom
- A new system message was created by referencing an existing message. The only difference between the two messages is the version.
- The user parameter "MSV" with value "01" was assigned to a user to refer to the newly created message.
- Users assigned with "MSV=01" always pull version "01" of a message if it exists, while version "00" is ignored for those users.
- Users without the MSV parameter always pull version "00".
- If additional messages are created with version "01", users with "MSV=01" will start pulling those versions, potentially impacting behavior.
