3716074 - Item/Class notification attachment's title with Special Characters not supported

The special characters of a filename that's uploaded as an attachment in Learning are removed/replaced with question marks (?).

SAP SuccessFactors Learning

1. Pick a file and change its name to include characters like: ã, í, ü, õ... for example: "tést.pdf"
2. Then find an item/class
3. Go to Notifications tab
4. Find the Enrollment notification
5. Attach the document
6. Check its name after uploaded
7. The special ones are replaced with question marks (???).

After analyzing the current functionality related to attachment file names in email notifications, we will be retaining the current implementation, as this area is part of established platform design and ensures consistent behavior across environments. 

To help ensure attachments display correctly in all cases, we recommend using the standard characters and English alphabets in attachment file names. Renaming files using standard English characters before uploading will help ensure reliable results.
