3716630 - User unable to edit Goal fields on the Goal Plan and in PM Form despite having write permission access

Goal Plan fields not editable on the Goal Plan or the Performance Form even though users have the required write permission for the goal fields.

1. Login to the instance and open the a goal plan where user has write access for the goal fields.
2. Access the edit goal page and not that the goal fields are not editable.
3. Launch a form with the same linked goal plan and notice the goals are not editable.
   
   NOTE for Support and Partner:
   If you check in the Form Diagnosis file for the form that is linked to the goal plan, in the latest form content file you would be able to notice the <fm-obj-status>9</fm-obj-status> for the goals linked.

• Goals were likely imported or updated using the "Import Performance Objective" tool with the "Read-only goals" option enabled.
• The system sets the goal status to "9 (fm-obj-status = 9)", which makes the goals non-editable.
  
  
  

1. Update the goal field values using the "Import Performance Goals" tool. Even though goal becomes read-only, the goal is editable via import.
2. Alternatively, the goal status can be updated directly in the database via script from "status 9 (read-only)" to "status 1 (active/editable)", but this requires approval and the specific goal IDs to be updated.
