3718737 - Sudden increase in download record count due to duplicate entries in Active Worker Download

When I run the Active Worker Download, the number of records processed is much higher than the actual number of active workers in my system. For example, the processed count may show over a million records even though there are only a few thousand unique workers. When I attempt to download the resulting file, I may receive an error stating the file is too large.
