3720439 - SOW Contractor Billable Hours displaying as Zero in Custom Reports

I am experiencing an issue with our custom timesheet reports. For new SOW-based contractors, the column for Time Sheet Billable Hours [Regular/Hr] incorrectly displays 0 hours, even though hours have been submitted and approved. We have tried several search field combinations, but the results remain zero.
