You observed that changes by SAP Lifecycle Management Administrator done for Business Roles, though the Last Changed On is outside the upgrade period.

And if checked in app Maintain Business Roles -> Display Changes, there are no changes content shown for this.

SAP S/4HANA Cloud Public Edition

1. Go to app e.g Export Software Collection.
2. In Collection YYA_B, Business Role XXX, Last Changed By SAP Lifecycle Management Administrator.

All automatic processes (Collection Import, Upgrade, Hotfix) which triggers a Business Roles change (Transports of IAM Objects) are done by technical users owned by SAP. This will change in the future by a new Authorization Framework, but works currently as designed.
