3721783 - Currencies are not fetched according to effective date of compensation information

If a currency is inactivated effective a certain date, users cannot select it in past-dated records, even if it was active at that time.

SAP SuccessFactors Employee Central - Compensation Information

1. Inactivate the currency object effective from January 1, 2026.
2. Attempt to make changes to past-dated records (e.g., records dated before Dec 1, 2025) in the Compensation Information portlet.
3. Observe that the currency is no longer available for selection in past-dated records.
