3721920 - Assignments can be rescheduled by 1 hour only on the Dispatching Board

On the Dispatching Board, existing assignments cannot be repositioned with fine granularity. The system only allows shifting an activity in 1‑hour increments, preventing dispatchers from adjusting assignments in smaller time steps e.g. in 30 minutes.
