Symptom

Advance my Proficiency section does not present a curated selection of training options appropriate to the learner's skill level, Instead, it recommends a broad spectrum of trainings across all levels (Basic, Intermediate, Advanced, and Expert) for users that have proficiency level in a lower rank.

For example, users under basic proficiency will receive all course level recommendation and not just the right after that's Intermediate.
