3725219 - BTP CLI shows "We're sorry, but there is no global account that you can access" when access BTP CN40

Symptom

When run either of following commands:
- btp login
- btp login --url https://cli.btp.cloud.sap
- btp login --url https://cpcli.cf.eu10.hana.ondemand.com
and input correct user/password to access global account that resides in CN40 region, it shows message:

Authentication successful
We're sorry, but there is no global account that you can access
------------
even if confirmed can see relevant global account when access via BTP Cockpit URL https://cockpit.cn40.platform.sapcloud.cn/cockpit .
