3725621 - "Attribute external ID XXX is associated to a role, and you are not allowed to set the status to inactive" error when trying to make GP import

• Unable to remove role mapped competencies from Growth portfolio. When remove button is clicked it shows as "Unable to perform this action because this is a role-based attribute"
• Error occurs during import when attempting to inactivate attributes from growth portfolio: "Attribute external ID XXX is associated to a role, and you are not allowed to set the status to inactive."

1. Navigate to Growth portfolio.
2. Attempt to make attributes inactive via import.
3. Encounter error: "Attribute external ID XXX is associated to a role, and you are not allowed to set the status to inactive."

1. Role-mapped competencies cannot be removed directly from the Growth Portfolio UI which is expected system design. 

2. Import error happens due to roles not synced properly: Export the role job code file and re-import it to sync all roles.
