3725747 - SAP HANA System Replication registration fails with "connection refused" while tenant service is listening on loopback interface

Symptom

During SAP HANA System Replication setup, the registration of the secondary site fails with errors similar to the following:

unable to contact primary site host <hostname>:4<instance number>06. connection refused
location=<hostname>:4<instance number>06. Trying old-style port (port offset +100)...

unable to contact primary site; to <hostname>:3<instance number+1>06;
original error: connection refused

Network connectivity tests may indicate that the expected replication ports are reachable. However, the affected service may be listening on the loopback interface.

Example OS output:

127.0.0.1:30003

If a service is bound to the loopback interface, it cannot accept connections from remote hosts.
