3726773 - Why are users unable to retrieve lower hierarchy purchasing unit data in public reports?

Certain users with higher purchasing unit levels are unable to retrieve purchase orders associated with lower hierarchy purchasing units levels in public reports.

However, those users are able to see lower hierarchy purchasing units levels document by searching via Search button on the UI.
