Symptom
- Ineligible employees are automatically added to the compensation worksheet despite not meeting eligibility criteria.
- Newly hired employees appear in the worksheet after launch, even though their hire dates do not satisfy the eligibility rules.
- Employees who become ineligible after worksheet launch are greyed out but remain visible in the worksheet.

Reproducing the Issue
- Launch a compensation worksheet with eligibility rules configured to start with "All employees are initially eligible".
- Add new employees to the system after the worksheet launch.
- Observe that newly added employees automatically appear in the worksheet.
- Reapply eligibility rules in "Manage Worksheets".
- Note that ineligible employees are greyed out but remain visible in the worksheet.
Cause
- The eligibility rules are applied to employees existing in the system at the time of execution.
- The starting point of the eligibility rule is set to "All employees are initially eligible", causing newly added employees to be treated as eligible until the rules are reapplied.
Resolution
- Reapply the eligibility rules whenever new hires are added to ensure the rules evaluate the newly created users.
- Alternatively, configure the eligibility rules so that the starting point is "No employees are initially eligible", and explicitly define rules to make required employees eligible.
- Verify the scheduled job configuration for the template:
a. Ensure the option "Add new employee to compensation worksheet" is disabled if not required.
b. Enable the option "Rules already set up through the Compensation Template's Eligibility Rules Engine. Apply those to the Compensation Worksheets as Well" (reApplyEligibility).
- Remove greyed-out ineligible employees manually via "Plan Setup > Manage Worksheets > Employee Membership".
